Do I have to pay before I see anything?

No. Every report starts with a free preview — you upload your file, the costs come back on screen within a few minutes, and you only pay if you want the full signed PDF. If the numbers aren't useful to you, you've spent nothing.

Is this actually certified, or is it an AI estimate?

Both, and we're upfront about it. The draft calculations are produced with the assistance of AI tooling, and the report is then issued under the certification of an AIQS Certified Quantity Surveyor (Member No. 9497), with a certification and signature block. That's what makes it fast and what makes it stand up. Estimated Development Cost reports are prepared under the AIQS Practice Standard for Construction Cost Assessments (2nd Ed) and NSW Planning Circular PS 25-004. Will my council accept the report?

The Estimated Development Cost report is issued in the Standard Form required for NSW development applications, prepared in accordance with s 6 of the Environmental Planning & Assessment Regulation 2021 (NSW) and Planning Circular PS 25-004, and comes as the two parts councils expect — Part 1 for the consent authority and Part 2 as the detailed calculation schedule.

How long does it take?

Building inspection cost estimates and Estimated Development Cost reports typically run 1–3 minutes. A detailed BOQ takes 2–5 minutes because there's considerably more to measure. You stay on the page while it runs.

What do I need to upload?

For a building inspection cost estimate, your building inspection report as a PDF. For an Estimated Development Cost report, your architectural plans. For a BOQ, architectural plans are the minimum — the more consultant sets you include (specifications, hydraulic, stormwater, electrical, survey, structural, mechanical), the more accurate the result.

What happens to my plans after I upload them?

They're used solely to prepare your cost document. Uploads are transmitted securely and analysed with AI tooling to extract quantities and draft the calculations, then issued under QS certification. They are never sold, and ClearCost does not use them to train models. Reports and job data are retained on our hosting so you can re-download and get support — and if you'd rather they weren't, email hello@clearcost.au and we'll delete them. What if the report isn't right?

If a report fails to generate or download after payment and we can't deliver it, you get a full refund. If it contains a material error caused by our process rather than by the documents supplied, we correct and reissue it, or refund it. Duplicate charges are refunded immediately.
